    but so aren’t there different topological twists here analogous to A- and B-models in ST?

    While I am not aware that the original idea of topological M-theory was ever developed to the point that this could be decisively answered, the general lore would suggest that where in (topological) strings one sees two different theories related by a duality, then in (topological) M-theory one should just see a single theory where these dualities appear as geometrized symmetries.

    For what it’s worth, more recently people have looked at topologically twisting 11d supergravity. (eg. arXiv:2111.03049 and doi:10.1007/s00220-022-04516-5).
