The methods that Quick uses are not that derived from the pro-homotopy set up although I think I can show that one can derive his structure as a localization of a particular case of Isaksen's. (Actually the published version and the version linked to here have an incomplete set of generators for the fibrations. He included a patch in a later paper. There are a load of errors of a minor nature in that linked paper as far as I can see and filling in the gaps is not always trivial, although I have yet to find any non-patchable slip.) His idea is elegant and his method almost works except for those slips! I will make some adjustments to the entry, but please check them out as with the new results on pro-étale stuff coming through this could be important.
