Scanning through section 5 there I gather that a general contender for these delays is the simple idea that the EM signal is delayed because it takes some time for the system to become transparent to radiation, in one way or other. Hence the EM signal would be delayed because it gets to start later, not because it is slower. Which makes intuitive sense.
