I don’t think anybody in type theory uses the term “presetoid” for this structure at all.
Similarly to what I said on the setoid article, I think that the pseudo-equivalence relation article should be created from the sections of setoid specifically about pseudo-equivalence relations, and the material on this page should be moved to a type theory section in the pseudo-equivalence relation, where one could talk about the various kinds of types equipped with pseudo-equivalence relations.
