    Perhaps it is my English, but

    Seems ambiguous. How is an affine subspace already open if you are defining the topology? Are we using the subspace topology and defining a new topology?

    There’s no ambiguity. If you have a topological vector space, you have open affine subspaces. If you have a topology and a family of subsets, you can ask if those subsets are a basis for the topology.
